Today, we’re taking a closer look at a key element of accountability in municipal governance: Council Code of Conduct Investigations.

Unlike other administrative investigations—workplace disputes, regulatory reviews, or even sports compliance—Council Code of Conduct complaints undergo a single-prong evaluation before they even get off the ground.

Investigators ask a simple but critical question: If the allegation were true, would it reasonably violate the Code of Conduct?

This hypothetical evaluation prevents unnecessary investigations, saving time, resources, and public funds. But that’s not all—many Codes of Conduct add layers of complexity with specific requirements for a complaint to even be valid.
